DRIVE-BYS DOWN? Chuck Jordan has crusaded against drive-by shootings since his daughter was slain in Thousand Oaks two years ago (B1). So far this year, Ventura County has had no deadly drive-bys, the coroner’s office says, and sheriff’s officials report fewer nonfatal shootings. A trend? Sgt.
