ROUGH SAILING: After a long winter of disuse, Ventura County boaters are taking their crafts to sea--if they’ll start. . . . “The problems are peaking right now,” said Barbara Reiders at Anchors Way Marine in Ventura Harbor, where mechanics are busy repairing water-clogged fuel lines and electrical malfunctions. . . .
