Reports of Refinery Breakdown Denied: Chevron USA said its El Segundo refinery is operating normally and denied West Coast oil traders’ reports of a unit outage there earlier this month. A company spokesperson said that there was a minor compressor malfunction at the 254,000-barrel-a-day facility but that production was not affected. Compressors are used to pump off byproduct natural gas at refineries.
