Cut Cable Blacks Out City

WATERBURY, Conn. — A construction crew accidentally cut an underground power cable Tuesday and left the downtown district without electricity for several hours, authorities said. A Fire Department spokesman said no injuries were reported, but many people were rescued from elevators.
