Cost of Funds Declines: The Federal Home Loan Bank of San Francisco said the monthly weighted average costs of funds index for 11th District savings institutions during September, 1993, was 3.881%, down from 3.958% in August. Many variable rate home mortgage loans offered by savings institutions and banks are tied to changes in the index. The cost of funds index reflects the interest paid by savings institutions in Arizona, California and Nevada on their various sources of mortgage money.
