Laying the Groundwork for Talks: Negotiators have agreed on a schedule for a series of weekly vice ministerial meetings in Tokyo and Washington by early February to focus on four politically sensitive sectors, according to Japan’s Daily Yomiuri newspaper. The four sectors are automotive/auto parts, government procurement, insurance and export promotion measures. The talks are aimed at setting the groundwork for a summit Feb. 11 between Prime Minister Morihiro Hosokawa and President Clinton.
