FHP Inc.: The Fountain Valley-based HMO said Wednesday it had signed an agreement to enroll 10,000 Medi-Cal beneficiaries in Los Angeles County. Under the agreement with the California Department of Health Services, which went to the HMO in hopes of lowering state health-care costs, FHP can begin recruiting the new members immediately.
