* ARCS Mortgage Inc., a Calabasas mortgage lender, has appointed David G. Wertz as vice president of management information systems. In the new position, Wertz will oversee computer technology and operations at the company’s 62 nationwide branches. Wertz was most recently a senior vice president of the Bank of New York in charge of data processing.
* Richard Glass was named vice president of commercial lending for First National Bank of Ventura. Previously, Glass was vice president of commercial lending at Ventura County National Bank.
