BASEBALL DAILY REPORT : AROUND THE MAJORS : No Expansion Appears on the Horizon

Boston Red Sox owner John Harrington, who heads baseball’s expansion committee, said his group isn’t ready to make a recommendation on major league expansion.
Phoenix and St. Petersburg, Fla., are pushing for the major leagues to expand by 1998, but Harrington said that no vote would be taken today when he advises the other owners at baseball’s meetings.
Instead, the election of Gene Budig as American League president is at the top of the owners’ list, and after that attention will turn to the labor situation. Management negotiator Richard Ravitch is seeking a go-ahead from owners to present a salary-cap proposal to the Major League Baseball Players Assn. next Tuesday.
