20th Century Rebate: Earthquake-battered insurance holding company 20th Century Industries will be in Los Angeles County Superior Court on Thursday asking Judge Dzintra Janavs to stay the California Supreme Court’s Aug. 18 ruling that 20th Century must pay $120 million in rebates to policyholders under Proposition 103, the 1988 insurance rate-cutting initiative. Woodland Hills-based 20th Century wants the delay in order to appeal the case to the U.S. Supreme Court. Lawyers for Insurance Commissioner John Garamendi said they believe Janavs lacks the authority to issue a stay and will ask her to implement the California decision immediately.
