SDG&E; Offers Amnesty: Scofflaws with unpaid energy bills have until Saturday to take advantage of an amnesty program being offered by San Diego Gas & Electric Co. Libraries and cable TV companies have done it, but SDG&E; says it is the first utility to offer amnesty. The utility will forgive half of any unpaid balance on residential accounts closed before last Nov. 1. SDG&E; said it has about $17 million in unpaid bills dating to 1991, which have been written off its books. Any recoveries through the amnesty program will be added to shareholder earnings. The utility said the offer should be viewed as a goodwill gesture to its economically strapped San Diego County customers who want to clear up their credit--and get the lights turned back on.
