Dallas’ 1st Black Mayor Is Sworn Into Office

DALLAS — Ron Kirk was sworn in as the first black mayor of Dallas Monday and repeated his campaign promises to boost the local economy and fight crime.
The 40-year-old lawyer, a Democrat, captured more than 60% of the vote in a three-way race last month with a Latino and a white candidate.
Monday’s ceremony was attended by members of the City Council, who were also sworn in, and former Texas Gov. Ann Richards, who received a standing ovation when Kirk acknowledged her. Kirk served as secretary of state under Richards.
