Pact for Nuclear Plant Signed With Canada: Chinese and Canadian officials have signed a preliminary agreement to build a $200-million nuclear power plant in southern China, a newspaper in Hong Kong said late last week. Ta Kung Pao, which is funded by China, said the plant would be built in Zhao Qing in the Guangdong province, which borders Hong Kong. The newspaper said the nuclear plant will be Guangdong’s second. The first, which is also China’s largest nuclear plant, opened last year in Daya Bay, 30 miles from Hong Kong.
