Allergan Inc.: The Irvine-based health-care company has appointed William C. Shepherd, its chief executive and president, to the additional position of chairman of the board, effective Jan. 1. Shepherd, 57, succeeds Gavin S. Herbert, 63, who was named chairman emeritus. Herbert, who co-founded Allergan 35 years ago, retired as an executive officer last year. He will remain a board member.
