Rockwell, Lockheed to Manage Space Shuttle: United Space Alliance, a joint venture of Rockwell International Corp. and Lockheed Martin Corp., will negotiate a non-competitive contract to manage the program, the National Aeronautics and Space Administration said. The selection was expected because the companies already handle much of the shuttle’s maintenance and modification. Seal Beach-based Rockwell built the shuttle orbiters. NASA is seeking a private contractor to sharply cut the program’s operating costs of $3.2 billion a year.
