U.S. Rescinds Waiver on Welfare Limits

The Clinton administration unexpectedly rescinded a controversial waiver that would have allowed the District of Columbia to bypass a five-year limit on welfare benefits under a new law. Officials at the Department of Health and Human Services said the waiver was withdrawn because the district had not met technical requirements. Republicans had threatened to overturn the waiver.
