The on-again, off-again discussions about a stadium in Ventura are off again until the panel decides whether to reinstate Councilman Gary Tuttle on the negotiating team (B1) . . . The panel, which last week met until 3 a.m. on the topic, will consider reinstating Tuttle on Monday.

Educator Retiring

Joyce Kennedy, who has been working at or running the county’s CSUN campus for 22 years, will retire in early 1997 (B1). The Cal State satellite is one of the largest in California. . . . Through the years, Kennedy worked tirelessly to open a four-year college in Ventura County, the most populated county in California without a public university. That dream is closer now than ever, with a recent proposal to convert Camarillo State Hospital to a university.

Birthday Bash

Joanne Kemp came home to Fillmore with her husband, vice presidential candidate Jack Kemp, to celebrate her 60th birthday. (B9). . . . Although there were several hecklers (B1), Kemp lauded her hometown: “Fillmore was a wonderful place to grow up. There is so much support to be had from a small community.”

Face-Lift in Oxnard

The 28-year-old Oxnard Performing Arts Center will reopen today after $650,000 in renovations. The new carpeting, paint, seats, lighting and sound system were purchased with both private and public funds. . . . The changes were badly needed, said Councilman Andres Herrera, who will perform at the reopening. “This is the grand old lady of performing arts venues,” he said. “We had to bring it back to its original self.”
