Limited Self-Rule for Kosovo Proposed

Yugoslav President Slobodan Milosevic proposed a “degree of self-rule” for the separatist Serbian province of Kosovo, but his offer appeared to fall short of demands by mediators and ethnic Albanian rebels. In the Yugoslav and Serbian capital, Belgrade, special U.S. envoy Christopher Hill met with Milosevic in an effort to end six months of fighting that has killed hundreds and driven an estimated 230,000 people from their homes. Afterward, the official Tanjug news agency said talks between Serbs and Albanians should begin as soon as possible “so that an agreement can be reached providing for an appropriate degree of self-rule which would include equality for all living in Kosovo.”
