Drivers Culpable

* Your Sept. 18 story, “Recent Deaths Make Cyclists Uneasy Riders,” contains a quote from a Seal Beach police sergeant, “These [bicyclists] are victims of circumstance.”
They are not victims of circumstance. They are victims of a deadly weapon--a car--mishandled, and the police, the district attorney and The Times should treat these deaths accordingly.
