The City Council today is expected to activate its redevelopment agency. Every city has such an agency, but it remains dormant unless activated. The council would activate Irvine’s so that it would be ready to assume responsibilities for El Toro Marine Corps Air Station if necessary. The council meets at 5:30 p.m. at 1 Civic Center Plaza.
