City Council members are expected to vote today on the fee for membership in the El Toro Reuse Planning Authority. Mayor Jim Thorpe and Councilman Bert Hack recently met with planning authority officials to negotiate the fee to join the group, which is fighting the proposed passenger airport at the base. The membership fee for the city is expected to be less than the $250,000 asking price.
