Explosives Truck Crashes; Roads Shut

A tractor-trailer carrying 20 tons of explosive black powder for fireworks overturned on the Washington area’s busiest highway interchange, backing up traffic for 20 miles and frustrating rush-hour commuters. The flatbed truck crashed about 4 a.m. on a Springfield, Va., interchange where 370,000 drivers converge daily at the intersections of I-395, I-495 and I-95. Authorities evacuated 200 people from 50 homes nearby. The driver, Juanita Kirk, 41, and her boyfriend were not injured. Kirk was charged with reckless driving; the cause is under investigation.
