Former Mayor Jack J. Westra, one of the original dairymen who incorporated the city, died Friday at age 82. Westra served two terms as mayor and nine years on the City Council between 1966 and 1974. Memorial services are scheduled Wednesday at 10 a.m. at Church on the Hill in Norco. Interment is 1:30 p.m. at Crestlawn Memorial Park.
