The City Council unanimously approved an agreement Monday that will pave the way for a 30-home tract to be built on Gay Street. The compromise requires buyers of homes neighboring horse stables to waive the right to complain about horse odors and noise. The developer also got the right to expand garage space. Tract neighbors filed suit in December complaining that the development would ruin the rural ambience.
