The San Clemente Citizens for Responsible Development submitted about 5,100 signatures to city officials Wednesday in hopes of forcing a special election on the Marblehead coastal site. The group wants to see a resort hotel and golf course developed on the 250-acre coastal strip, as originally planned. The city approved new plans for the land last year that will allow 434 homes, a movie theater and an outlet center. Nearly 4,000 signatures must be verified before an election can be held.
