After reviewing eight submissions to the city on the fate of the Fox Theater downtown, Redevelopment Agency Executive Director Gary Chalupsky will recommend tonight that the agency consider a $5-million proposal for a restaurant and theater in addition to an affordable senior housing project on the property.

The five-member agency, which consists of the City Council, will vote on whether it will allow the city to enter into an exclusive negotiation with Paul Berkman, a local restaurant owner, and Douglas Chaffee, a local attorney.

The plan asks that the city give a $2.75-million loan for the total cost of the property and plan plus help with the development of the 100-unit senior housing facility, which might cost about $8 million, Chalupsky said. This senior housing would be on the top level of a proposed $3-million parking structure.
