The City Council on Tuesday approved the transfer of an oil pipeline franchise along Knott Avenue from ARCO Pipeline Co. to Pacific Pipeline Systems LLC. ARCO has sold the pipeline to Pacific Pipeline, but the council’s approval was a necessary formality because it runs through the city.
