City Manager Kenneth C. Frank is scheduled to attend a workshop sponsored by the Assn. of City Managers today with several other local city managers and water district general managers to learn more about water-quality issues.
Topics include the new state water testing regulations, how Orange County is addressing creek pollution and the role of the California Regional Water Quality Control Board. State and county officials will lead the study.
