The City Council will act as the planning agency for the city on Thursday and consider a proposal to place a cellular phone antenna on a water tower used by the Santa Margarita Water District.
The water tower stands in an undeveloped natural area 450 feet from homes along Celeste, on the border of O’Neill Regional Park.
Planning staff for the county, which passed this application along to the city for approval, has recommended approval of the project, and Kathleen Recker, senior planner for the city, agreed with the county’s conclusions in her report to the council. The council will act as the city’s planning commission until one is appointed.
