Simi Council May Require Helmets for Scooter-Riders and Skaters

SIMI VALLEY — City Council members are poised to enact a measure requiring that children--and perhaps adults--wear helmets when riding skateboards, in-line or traditional roller-skates or scooters.
If approved at an April 23 meeting, Councilman Paul Miller’s proposal could go into effect by June. It would allow police to impose a first-time fine of $77 for violators and additional fines set by Ventura County court officials for subsequent offenses.
City Atty. David Hirsch said council members are debating whether the ordinance should apply to adults or just children. State law requires that children wear helmets when riding bicycles.
Hirsch said Simi Valley would be the first city in Ventura County with an ordinance applying to the non-motorized wheeled devices. However, at least two California cities and a handful of others throughout the nation have similar measures on the books, he said.
