Costa Mesa to Weigh Plan to Alter Council

A proposal in Costa Mesa to add City Council seats and make the post of mayor elective will be the topic of a public hearing Monday.
Under the plan, council districts would be created and the number of members would be increased to seven from five. Also under consideration is whether council members would be elected at large or by district.
Mayors now are chosen from among council members and serve one-year terms. Under the proposal, a mayor would be elected to a four-year term.
