* Air Canada chose Stephen Smith, who a year ago was fired as boss of low-fare carrierWestJet Airlines Ltd., to head its newly created discount airline. Air Canada, Canada’s dominant airline, said Smith will take control Sept. 10 as chief executive at the as-yet unnamed no-frills carrier.
