Reader Offers Theory on Harbor Oil Slicks

Re “State Takes Sharp Turn on Emissions,” Sept. 15:
Years ago I bought a used sailboat with an outboard motor. To test it out, I ran the engine in a 30-gallon trash barrel for about 15 minutes. When I drained the water the barrel was covered with oil.
Maybe this is one of the reasons why Newport and Dana Point harbor waters look like an oil slick.
