Judge Drops Charges in Downing of Plane

A judge, citing lack of evidence, said he had dropped criminal charges against two air force pilots who mistakenly shot down a small plane in 2001, killing Michigan missionary Veronica Bowers and her infant daughter, Charity.
But he said a prosecutor appealed the ruling on Peruvian Air Force Maj. Jose Antonio Redhead, Lt. Richard Hercilla and six other air force officials.
