A federal judge in New York ruled Thursday that a lawsuit accusing Citigroup Inc. of imposing a hidden 3% fee on overseas purchases by credit-card customers should be tried as a class action, but cardholders who previously agreed to arbitrate claims would be excluded.
That would exclude from the class action all but 1.5% of Citigroup’s cardholders, said U.S. District Judge William Pauley, citing Citigroup figures.
