54% Payroll Increase Blamed in Budget Crisis

San Francisco’s projected $352-million budget shortfall can be traced in part to a 54% jump in city payroll costs under former Mayor Willie Brown, according to city controller records.
A San Francisco Chronicle analysis showed that between fiscal years 1996 and 2003, the city’s payroll costs grew from $1.3 billion to $2 billion because of more hiring, higher wages and overtime.
