Bid for Special Election of Governor Is Rejected

A federal appeals court in Trenton rejected an attempt to force a special election to fill the seat of Gov. James E. McGreevey, who recently announced that he was gay and that he would step down Nov. 15.
The 3rd U.S. Circuit Court of Appeals upheld a lower court ruling that said no special election should be held because the Democrat had only stated his intention to resign and had not yet officially vacated the office.
