Men Vote in Phase 2 of Landmark Ballot

Men in eastern and southern Saudi Arabia turned out in the thousands to vote in municipal elections, which they expected would provide their first voice in decision-making in the monarchy.
It was the second of three phases in the local elections. The first round was held Feb. 10 in Riyadh, the capital.
Only about half of some 1,200 council members will be elected nationwide; the rest will be appointed by the monarchy. Results are not expected before Saturday.
