Police Chief’s Wife Files Claim Against San Diego

The wife of Riverside Police Chief Russ Leach has filed a claim against the city of San Diego; its police chief, William Lansdowne, and others, contending she suffered “humiliation, embarrassment, anxiety and anguish” because of the publicized domestic violence investigation that concluded Dec. 29 without criminal charges being filed against her husband.
Connie Leach said the San Diego city attorney’s investigation of her September 2004 argument with Russ Leach inside their San Diego hotel room left her depressed and “impaired” her ability to pursue her career.
Connie Leach is seeking more than $15,000 in damages.
