Water District to Pay $6.6-Million Fine

Water regulators have ordered the Los Osos Community Services District to pay a $6.6-million fine by Feb. 6 for allowing septic tanks to leak into groundwater supplies and for halting work on a sewage treatment plant and sewer system.
District officials said an appeal of Thursday’s ruling would be filed with the state water board.
Septic tanks under the fire station and two housing projects have polluted the groundwater and the Morro Bay estuary.
The district board said work was stopped in part because of a voter-approved initiative that blocked construction of a midtown sewer plant.
