Winds Tear Top Floors Off Building After Fire

High winds ripped away much of the top nine floors of a fire-weakened building in downtown Lagos, raining debris on streets that were mostly empty because people had stayed home for a census.
Wind during a heavy rain shredded large portions of floors 13 through 21, with much of the debris crashing to the streets about 8 a.m., said a guard at a nearby building.
The 21-story Nigerian Industrial Development Bank was heavily damaged Monday by a fire that gutted the 10th and 11th floors.
