Property Managers Accused of Theft

A Thousand Oaks man and a Lancaster woman were arrested this week on suspicion of embezzlement in the theft of more than $100,000 from a homeowners association, authorities said.
Daphne Ann Brenon, former president of now-defunct Dahl Davis Property Management in Westlake Village, which had a contract to oversee the Spanish Hills Homeowners Assn. in Camarillo, and Reynaldo Diaz Bernabe, an employee of the firm, are expected to be arraigned next week, according to Ventura County authorities.
The pair allegedly billed the association for services they did not render and invented a phantom employee to receive payment. A new management company that took over the association’s contract in June 2004 discovered the alleged theft, authorities said.
