Paving the way for the new Police Department headquarters, the City Council on Friday approved the project’s final environmental report by a vote of 10 to 0.
The $341-million building will be across 1st Street from City Hall on a block bounded by The Times, the new Caltrans headquarters and the residential Higgins Building.
Downtown residents told the council that the site should be a park, as was originally planned by the city.
Councilwoman Jan Perry said the project will have some open space.
