Ruling Allows Buddhists to Conduct Services

A federal judge ruled Friday that a Vietnamese Buddhist temple can temporarily hold worship services in a former medical building on Chapman Avenue.
Garden Grove officials had tried to block the Quan Am Temple from using the site, saying it would create too much traffic and reduce the city’s limited amount of office space.
In August, the American Civil Liberties Union sued on behalf of the temple, claiming city leaders violated a federal law against using zoning laws to block religious practices. Under Friday’s ruling, the Buddhist group can use the site while the lawsuit is being decided.
