Stop and analyze rise in premiums

Re: Michael Hiltzik’s column “Is fine big enough to ensure coverage?” Oct. 15:
Hiltzik does not mention a major inadequacy of the healthcare legislation: the failure to contain the steady climb in annual premiums.
Why can’t there be a freeze on premium increases for a limited period, say three years, to permit a better analysis of the financial impact on insurance companies, the government and consumers?
