Rock’s Glass House: Noted architect I. M. Pei presented Cleveland’s City Council with designs for the proposed Rock and Roll Hall of Fame Museum on Friday. His plans call for a futuristic, multilevel glass structure with a 160-foot tower, and a building with a glass “tent” overlooking Lake Erie. Escalators link the museum’s various levels in a configuration that he said would give a sense of the youthful energy of rock music. Officials said they have raised $44 million for the $65-million facility, which is scheduled for completion in 1994.
